The purpose of a Phase I Environmental Site Assessment (ESA) is to identify recognized environmental conditions associated with the historical use of the property, the physical condition of the property, and present operational practices. It consists of four general elements: (1) a records review, (2) a site reconnaissance, (3) interviews, and (4) a report. The first three elements are conducted to identify recognized environmental conditions related to the subject property. The Phase I ESA report provides the evaluation and results of the other three elements.

Client: Los Angeles Orthopedic Hospital Foundation
Services: Assessment of 14.5 acre, nine building Orthopedic Hospital campus. Reviewed biohazard and radiological medical waste streams, all facilities, and general housekeeping practices.

Services: Assessment and correction of manufacturing procedures resulting in leakage and improper disposal of oils and metal roof tile pigments. Recommended hydrocarbon contamination investigation and employee compliance training.

Services: Assessment of plant operations. Identified leakage of acid/metal solutions through floor cracks into soil. Rainwater containing metals also drained offsite. Recommended subsurface investigation and repair of floor.

Services: Review of two diesel engine testing facilities adjacent to proposed Health Net facilities property. Project included engine testing noise and spray booth emissions, as well as storage/use of hazardous materials.

Services: Assessment of printing shop/office supply company for environmental problems resulting from storage and use of solvents and inks. No significant problems were identified.

Services: Assessment of office building site for potential liability, including visual inspection for asbestos-containing materials. No problems were identified.

Services: Assessment of six-store commercial center, including automobile parts store and dry cleaners. Assessment identified improper disposal of various hazardous wastes and leaking perchloroethylene (PCE). Recommended proper disposal procedures and repair of leaking PCE filtration system.

Services: Assessment of facility and operations. Identified open and unlabeled drums of waste oil and metal cuttings, leaking solvent recovery still, and discolored concrete and soil in machine vaults and in excavation cuttings pile. Recommended soil, liquid, and dust sampling and analysis.

Services: Assessment of plant operations. Confirmed that soil and groundwater cleanup resulting from nearby Chevron USA tank farm was unrelated to site.

Services: Assessment of operation and property. No significant problems were found.

Services: Assessment of site and shop operations. Identified potential for soil contamination from uncontained paint waste runoff entering cracks in driveway pavement. Identified possible unsafe practices in handling and storage of paints, oils, and solvents.

Client: First Los Angeles Bank
Services: Assessment of single family detached housing development where development had stopped after grading for lots and streets, curb and gutter, and sewer lines. No significant problems were identified.

Services: Assessment of site for potential buyer. Identified evidence of asbestos containing material in floor tile, contaminated soil in abandoned mechanics pit, and presence of underground storage tanks. Recommended subsurface soil investigation and geophysical survey to locate underground tanks.
 
Project: Site Assessment - Auto Dealership
Client: Becherer Buick
Services: Assessment of site and repair shop operations. Noted presence of two abandoned underground storage tanks, unlabeled drums, and waste products stored in unpaved area. Recommended geophysical survey to locate tanks, soil sampling around tanks, and proper storage and labeling of wastes.
 
Project: Site Assessment - Restaurant
Client: Philip McDonald Company
Services: Assessment of restaurant for owner. Site was being considered for istorical landmark designation by local agency. No significant problems were found.
 
Project: Site Assessment - Plastics Recycler/Manufacturer
Client: Lustro Plastics
Services: Assessment of company that recycles spent plastic and manufactures wholesale plastic products. Identified possible soil contamination from oil, solvents, and heavy metals from leaking process equipment and poor housekeeping practices. Recommended soil and sludge sampling and analysis.
 
Project: Site Assessment - Chemical Products Warehouse
Client: Confidential Client
Services: Assessment of company that stores chemicals, including a number of hazardous materials for worldwide shipment. Identified state and federal remedial cleanup enforcement actions in progress at site and company location next door through public records search. Identified potential oil spill site.
