The purpose of a Phase I Environmental Site Assessment (ESA) is to identify recognized
environmental conditions associated with the historical use of the property, the physical condition of
the property, and present operational practices. It consists of four general elements: (1) a records
review, (2) a site reconnaissance, (3) interviews, and (4) a report. The first three elements are
conducted to identify recognized environmental conditions related to the subject property. The Phase I
ESA report provides the evaluation and results of the other three elements.
